CEDES acted as local partner to a consortium of Panteia, 3PT, and WEglobal Srl (Netherlands) on a World Bank-financed roadmap for reforming Sarajevo's public transport sector and its main operator, GRAS. The assignment included an in-depth analysis of the public transport system and its key stakeholders and regulators, a functional analysis of GRAS and the wider sector, and the definition of five reform scenarios.
The work produced a proposed new organisational structure for GRAS, technical, financial, and legal reform measures, an analysis of opening the bus and minibus market to the private sector, an assessment of potential public-private partnership arrangements, and an action plan for implementation.
