This assignment, commissioned by the EC Directorate-General for Research and Innovation, assessed the uptake and impact of participation in the European Framework Programmes (FP) across Member States (MS) and Associated Countries (AC). CEDES led the complete evaluation for Bosnia and Herzegovina, with four objectives:
To analyse, for each MS/AC, the national research and innovation landscape and policy over the past 15 years, including the state of universities, secondary schools, and the education system generally; to analyse participation patterns and trends in the Framework Programmes, placed in the wider context of national research capabilities, orientations, policies, and cross-border cooperation; to assess the added value of FP participation — beyond financial return — for each MS/AC, both quantitatively and qualitatively; and to present a taxonomy of the factors that drive lasting impact from the Framework Programmes, including potential synergies with the Creative Europe Programme's Training and Market Access actions.
