Between July 2014 and July 2015, CEDES implemented “Strategic Orientation of the Economic Development of Sarajevo Canton – Phase I,” prepared to inform the formulation of a development strategy for Sarajevo Canton. The contract delivered a full analysis of the Canton's development level, a comparative analysis of its economic potential, an analysis of key sectors, and policy recommendations for further economic development at the strategic level, alongside strategic and multi-sectoral planning.
Throughout the assignment, CEDES achieved a high level of cooperation with Sarajevo Canton and Federation of BiH institutions. For the first time in any strategic planning process in BiH, and based on AFIP data for 2010–2013, CEDES calculated aggregate indicators of each sector's financial “health” using the BEX index model — developed under Croatian business conditions closely comparable to those in Sarajevo Canton, and, unlike many alternative models, not dependent on capital-market indicators to forecast the risk of financial distress or bankruptcy.
